Any company offering electronic transaction or digital portal services in Dubai operates under a commercial licence issued by the Dubai Department of Economy and Tourism (DET). Understanding what that licence covers — and what it doesn’t — is useful for any business evaluating a digital services provider, not just for the provider itself.
What a DET licence establishes
A commercial licence records the legal name of the business, its legal form (for example, a limited liability company with a single owner), the licensed activity it is permitted to carry out, and the registered office address. For a company licensed under the “Portal” activity — covering electronic transaction services — the licence confirms the business is legally recognised to operate in that space, with a defined issue date and expiry date that must be kept current through annual renewal.

Why this matters when choosing a provider
A valid, current commercial licence is a baseline indicator that a business is legally constituted and accountable under UAE law — it does not by itself certify the quality of a service, but its absence is a meaningful warning sign. When evaluating any digital services provider operating in the UAE, it’s reasonable to ask for the licence number and verify it, rather than relying on branding or marketing claims alone.
Licence details, once issued, cannot be used to relocate a business to a different registered address without updating the licence itself — a rule intended to keep the public record accurate and traceable.
